What is Commissioning?
The design of services for people in a community, which includes:
Understanding the health needs of the local community
Designing and redesigning services
Buying the services
Measuring the impact services
The NHS is changing. A central feature of the NHS Reform Programme was to devolve commissioning responsibilities and budgets to groups of GP practices. The proposals also suggest a number of new roles for the Local Authority including responsibility for coordinating work between health, social care and public health and taking overall responsibility for work to improve health through the Health and Wellbeing Board.
In this changing landscape, there are three main aspects to commissioning: clinical design, expert management and commissioning support services.
